It’s become clear at this point that negotiations over Gov. Kathy Hochul’s proposed changes to pretrial criminal discovery are holding up the rest of the state budget.
I happened to catch Assembly Speaker Carl E. Heastie Tuesday afternoon as Democrats broke from their afternoon conference. There was no update on where budget talks stand. (Last day for a free 30-day trial.)
